2027 Proposed Capital Project Update

Dear Vestal Central School District Faculty, Staff, and Families,
You may have heard the District has met multiple times in the last 12 months with the Capital Project Committee to discuss the work necessary for a 2027 Capital Project. This potential Capital Project will focus on many infrastructure needs/upgrades for our buildings—specifically, a new transportation facility that meets ADA and NYS requirements; renovation of the high school pool (built in the 1960’s) and surrounding art classrooms, locker rooms, auxiliary gym, and weight room, including a STEAM addition; and a new secure vestibule, as well as relocation of the bus loop, playground, and visitor parking at Glenwood Elementary School. There are also other smaller items planned for renovation across the District, such as new fire panels in some of the schools. You can view the presentation slides for the scope of the project by clicking on the “Proposed 2027 Capital Project” link on the top right corner of our website: Vestalcsd.org.
The Capital Project team met for a Town Hall event at Tioga Hills Elementary School on Wednesday, September 23, 2026, at 6:30 pm. The focus of that event was to present the key factors of the project and to engage in community questions regarding the proposed relocation of the bus garage to District-owned land west of Tioga Hills Elementary School. At this meeting, I announced that the Board of Education would be deciding on the scope and costs of the 2027 Capital Project at the October 6, 2026 BOE meeting with a district-wide referendum vote scheduled for December 15, 2026. Since the Town Hall meeting, we have decided to postpone the BOE’s adoption of the Capital Project until a special meeting of the Board on October 26, 2026.
By moving the timeline for the BOE’s decision to the end of the month, this will provide more time for the District to collect data/information and present to the BOE at their regularly scheduled meetings on October 6th and October 20th. During these two meetings, the BOE will continue to review the entire scope and cost of the proposed 2027 Capital Project.
The Board of Education will be meeting on Monday, October 26, 2026, to approve/disapprove a December 15, 2026 district-wide referendum vote.
Please reach out to me if you have any questions. Also, please keep viewing our Proposed 2027 Capital Project hub on the Vestal CSD website for updated information.
Thank you,
Clifford Kasson, Superintendent of Schools
